Is it possible to have functions in a C# program that are not member
functions of a class? If yes can someone post links to articles/tutorials on
this.

Sort of.

You can create functions that are declared as static. If the namespace for
the class is references in the code, the programmer can use these functions
as though they were a "function" in structured programming.
