many posters even here do always fullquoting. Why? Is it sloppiness? Is
it laziness to shorten unnecessary parts of the quoting?

Please think about. My recommendation is to shorten the quotings as far
as possible as some "regulars" demonstrate it exemplary. Better quoting
behavior does not only avoid wasting of bandwidth...

Ah but not all ISPs are good at picking up all comments.
It is quite frustrating to look at something with part of the story
missing.
Even a large amount of text takes almost no bandwidth compared to HTML or
graphics.
Good snipping also takes time so many do not bother.
Many (all?) newsreaders will get the reader to the end by using Ctrl End
key combo.

Needs a better newsserver or frequent trips to Google.
Good snipping also takes time so many do not bother.

It takes very little time.
Many (all?) newsreaders will get the reader to the end by using
Ctrl End key combo.

They'll also filter people who full-quote.

I am using netscape 4.8. I have no idea what it does with the -- and do
not care either.

but you should care, because there is a malfunction within ans so all
your NG-postings all leave you not quite right! This is not to be simply
ignored. Using internet/usenet/newsgroups absolutely has some few "rules
one have taken into account. Otherwise this way of communication becomes
even more chaotic than it is.

Recommendations:

1. configure your Netscape right

2. Other newsclient (there are many and better beside OE)

3. upgrade Netscape (yours is very old, mine is 7.1 and there are even
more actual)
