Full rights on DC without giving Domain Admin rights?

I'd like to know if it's possible to give full local admin rights to an
account or group on a Win2k AD without giving them the Domain Admin rights?!
To my knowledge, this is not possible according to Microsoft.

DC's do not have local accounts so to give someone admin rights on a DC they
would need to be in the domain admins group.
If there is some specific task you have in mind it may be possible to use a
less restrictive account though.
