FTP site unable to download with IE6

Issue is exactly as described in article 816037. Cannot
use IE6 for FTP downloads. Fix is to apply hotfix, but I
am running SP2 and all updates to date. Verified
Tools/Advanced/FTP in new window is checked. Not a
firewall issue (Smart FTP works fine). Anyone have any
ideas?
