Are you sure it's supposed to be 2100 and not just port 21 ?

Port 2100 is "normally " used as follows.

TCP amiganetfs Amiga Network Filesystem
UDP amiganetfs Amiga Network Filesystem

All versions of FP use port 21 for FTP. This is not configurable.

FP2003 can be configured to use passive FTP:
Remote Site view
Remote Web Site Properties
Tick the Use Passive FTP box.

In the Remote Web Site Location box you could try adding the port number
example: ftp://angeltowns.net:2100
but I have no idea whether this will work or not. (It will work for HTTP
publishing for ports other than 80.)

Interesting.

FrontPage uses the internet connection set up in Internet Explorer, so you need to set up a Proxy
server.
FrontPage > Tools > Options, on the General tab click the "Proxy settings" button. This will open
the IE connections tab. Check Proxy server, click Advanced and in the proxy settings panel set the
FTP proxy address to angeltowns.net and the port to 2100.
Click OK or Apply all the way out.

That "should" do it.

However, I would try the suggestion from Ronx first.
