ftp download problem with cable; OK with dialup

running XP

just moved from dial-up to cable

cannot download ftp files ....

click on file to download and wind up with a screen that
says ...
The page cannot be displayed

tried right click and chose Save Target As ... this gives
me an error message as follows ...
Internet Explorer cannot download...filename...from site
A connection with the server could not be established.

Can download with no problem through my dialup; cannot
download through cable. Therefore this is not a firewall
or antivirus issue.

This is not the problem in Knowledge Base article 816037,
as I already have a more current version of Urlmon.dll

While I am behind a firewall (Norton Internet
Security),even if I turn it off, I continue to have the
same problem.

Similar problems with weather.com and accuweather
desktops ... they will not display with cable, but OK
with dialup. Message is You Must Connect to the Internet
to use Weather desktop.

Any ideas would be welcomed.

It's most likely a firewal problem. What firewall are you using inluding if
you have the xp firwal turned off.

CanNOT believe it is a firewall problem, because everything works fine
using dialup. Problem is when I use cable.

I do use Norton Internet Security, but after disabling it I still have
same problem.

The xp firewall is OFF.
 
Have you tried logging into the ftp sites using a dedicated ftp program.
Internet explorer is not the best program to use for ftp sites even if it
did work in the past. Try an ftp program and report back the results. There
are plenty of free or 30 day shareware programs to try. Also are you talking
about all ftp sites or just one. These might sound like stupid questions I'm
asking but I don't know all the steps you have taken.

The reason I said it sounds like a firewall problem is because if all your
other internet activities work and it is just ftp sites you can't log into
then it sounds like a port blocking issue.

Try a dedicated ftp program and report back if it works or if you still
can't connect.

While I have not tried a dedicated ftp program, I can download just
fine if I use dialup connection instead of cable. Also, using cable, I
can download from command line.
 
Have tried just about everything and anything that anyone can think of
(except of course the solution)

Have disabled firewall and anti-virus ... even did a clean boot so
that only the bare minimum was loaded and still had the same problem.
