FRS syncronization

When using sites and services, intra-site replication
receiving the following error: Will replicate from 1 to
2, but not 2 to 1.
Access denied.

Repmon returned
There was an error during queuing the synchronization.
The error code was: ERROR_REPLICA_SYNC_FAILED_ACCESS IS
DENIED.

Repadmin returned error 5: Access denied

Sysvol, NTDS DACLS are identical on both servers.
