"Frozen" Outbox

I can't send any e-mail and they are just piling up in my
Outbox. I get an error message that states:
A TCP/IP error occurred while trying to send data to
the server. (Account: pop-server.san.rr.com (1), SMTP
Server: smtp-server.san.rr.com, Error Number: 0x800ccc13)

Also, entire listing of messages in Outlook/Outbox
occasionally scrolls like it's being sent, but nothing
goes out.

Verify that your incoming and outgoing server information
is correct with your ISP and if you have opened any of
the emails in your Outbox either delete them or mark then
unread and try sending them again.
