Booting from that disk tells me that there are no viruses and then

As you have now discovered, installing a 4-year old Symantec program was
a really bad idea. It doesn't sound like you are in Safe Mode; it
sounds like you are in the Recovery Console. Some OEM machines give
that as an option and perhaps you are choosing it. Unfortunately, you
can't run System Restore from the Recovery Console. Make sure you are
choosing Safe Mode and if you are able to boot into the operating
system, do a System Restore to before you installed Norton.
If you are really choosing Safe Mode, from the same menu try Last Known
Good Configuration instead. If that doesn't help, then here are a few
suggestions:
1. Take your machine to a professional computer repair shop that is able
to do advanced repairs - not your local version of BigStoreUSA. It is
possible to boot the operating system with a rescue system and run
System Restore and/or do repairs. They may be able to fix the damage
done by Norton. At the very least, they will be able to back up your
data if you didn't do this.
2. If you have the skills and other computers, back up your data by
booting with a rescue system such as Knoppix, a Bart's PE, or ERD
Commander (expensive). If you have the skills, do the repairs suggested
in #1 above. If you don't have the skills, after you've backed up your
data try a Repair Install.
3. If a Repair Install doesn't work, clean-install Windows. Install
drivers, programs from installation media, restore data from backups.
4. Don't install Norton garbage again.
