Is this the right place to ask Office questions?
In FrontPage what does the & symbol means and where can I find instructions
on how to use it?

Much better to ask in an MS Office newsgroup, or in a FrontPage
newsgroup if there is such a thing.

Not really. This newsgroup is for issues with the XP OS, not necessarily
any app that is run within XP. Here is a link to the MS newsgroups on the
web.

There are Frontpage newsgroups under microsoft.public.frontpage.

related to XP.
