FrontPage Publishing Error Under XP

Since upgrading my OS to XP, every time I publish a web it ends with the message ""Server Error: Web <Root Web> is busy. Please Try again."

Even though all pages are transmitted they remain checked and I have to republish the entire web to accomplish an update. Minor changes are accommodated by simple drag and drop of a page or two but big changes, especially ones that involve navigational changes force me to fire off the whole web. Whassssuuuuppp?
 
Do you have a large Web? If so, this may actually be a
timeout. Consult:

Otherwise, the problem may probably security-related. Try
running Check Server Health with all Repair options in
effect. (This is in the administration Web pages).

If you change your navigation structure, then all pages using the navigation
component must be published since they have been updated.

There's a knowledge-base article on this particular
problem out there, I just saw it. Do a search in SUPPORT
for more.
