In MS Frontapge - We in the UK use Centigrade rather than fahrenheit. Can
the optional web component of the weather forecast be changed to give us a
choice of either fahrenheit or centigrade please

I'm not sure if there's an add-in but check out www.wunderground.com I used
it a few times on "community" sites. the weather reports are good and
they've got a lot of different types.

Also http://www.weather.com/services/oap.html?from=servicesindex will allow you to set to metric units...I 'believe' it's the same feed as msn's weather module.
