Front Page98 in WIndows XP Home

I installed FP98 on Windows XP (Home). I keep getting "Access denied". Is there a trick to installing FP98 on WIndows XP?
 
FP98 can be run on Win XP Home
- but only very painfully using disc based webs
- it will not support PWS or any server locally (FP SE)
Uninstall PWS (from FP98) if this is an upgrade to Win XP home and all hidden *.web files, then start FP98 and enter the full path
to your disc based web (don't use any prior shortcuts or recent webs)

IMHO upgrade to at least FP2000
