Front Page 2003 Saving pages in frames

Can any one simplify how to save pages with frames so they will display
properly. when I do it, they reopen again with the navagation(static portion)
in the main frame. Is the any where that explains how to save them so this
wont happen.
 
You must set the frameset targets and any link targets
