Front CPU power button not shutting computer down

When I "shut down" my computer from the Start Menu, everything seems to function properly and I get to my black "It is now safe to turn off your computer" screen. However, when I hit the on/off button on the front of the CPU, nothing happens. I have to power off with the main power switch on the back of the CPU. I can then restart the computer from the on/off button on the front. My sysadmin had me rooting around in BIOS to change a setting that was supposed to bring up an option in the "Power Options" section of the Control Panel, but we could never get it to show up. Any suggestions?

Hold the power button in for longer than 4 seconds.
 
That was where my sysadmin was thinking the problem was. He said when I switched he setting in BIOS, it i should have created an option in the place you suggested that was "checkable", something for the power button. It never showed up. All I have in that "window" is two checkable options: "always show icon on the taskbar" and "prompt for password when computer resumes from standby". I was told there should have been a third entry but it didn't show up. This is what I need to figure out: how to get the option you're both talking about to materialize. I appreciate your reply, Perry.
