How do I get it so that every window I open (ie. Outlook Express, Internet
Explorer, Windows Explorer, etc.) is maximized when I open it?

Right-click on the program's short-cut, select properties, then from the
'Run:" drop down list on the 'Short-cut' tab select "Maximized".

If the program doesn't have a shortcut, create one, set the shortcut as
above, and use it to launch the program instead of double-clicking the
program's file.

Note: Many programs 'remember' what they were sized at when shutdown. So if
you max Outlook Express then close it, the next time you open it it should
open maximized.

I'll add, "Open in New Window" windows won't be maximized no matter what you
do. Drag one of them to near full screen and then close it while holding the
Shift or Control key. It will remember that size when you next use the Open
in New Window option.
