Fresh install of XP plus SP2 and now my Start Menu folders like "Programs"
(and all other like folders) do not automatically open when moused over - I
have to actually click on them to open them up.

Any suggestions.

If you're using the XP Style Start Menu, do the following:

Right click your Start button and select Properties from the
menu.
In "Taskbar and Start Menu Properties", click on the Start Menu
tab.
On the Start Menu page, hit the Customize button.
In "Customize Start Menu", click on the Advanced tab.
Make sure there's a check mark in the box next to "Open
submenus when I pause on them with my mouse".
Click OK twice.

If that doesn't solve your problem, try this:

Go to Start and click on Run.
Enter regedit.exe in the Open box and click OK.
In the registry editor, navigate to this registry key,

HKEY_CURRENT_USER\Control Panel\Desktop

Look in the right hand pane for a value named MenuShowDelay.
The default data for this value is 400.
You can set it to a number between 200 and 800 and be OK.

Good luck

THANK YOU.
THANK YOU.
THANK YOU.

I was using the classic menus so your first suggestion did not work.

I checked the registry entry you directed me to and mine was set to
13071....wtf!?$#!

I changed it to 200 and rebooted the computer and now I'm one very happy
camper.

One more time...

THANK YOU.
