Freq get error 0x81FC0005. Close OUtlook, goes away, only to ret

Frustrated

Send/Receive works only intermittently. I get the above error notice, close
Outlook and reopen -- can send/receive. Error returns next time. To
resolve, I upgraded from 2003 to 2007 -- no help.
