I use Inno setup ( http://www.jrsoftware.org/isinfo.php) for me packages, as
I fount it easier to use than Nullsofts (WINAMP!) NSIS setup
(http://www.jrsoftware.org/isinfo.php).

On the otherhand, i believe you have more freedom with NSIS.


Ther is also SetupStream http://software.virtualzone.de/setupstream/ (I have
not tried it yet)

Fully agree with Steven Burn's suggestions for Inno Setup and ISTool,
but would also add Install Assistant (at http://installassistant.com).

Makes it real easy to add a front-end to your install.
