Spend the money for SandDock. It's available for WinForms, WPF, and
Silverlight. It works very well. It has fewer bugs than any
alternative and they actually fix bugs when you report them. It's
likely that your organization only needs a single license as it's
licensed by design-time use.

AvalonDock is free, but I think it's API is a little kludgy.

If you are looking for free, DockPanelSuite is the best. It's consistantly
updated and has a good forum for help. Not sure about your comment on
'simpler' as it is very easy to use once you get the concept down.
