Are there free web servers were you can put up a webpage for others to
access? If this is off-topic perhaps someone can direct me to the
proper forum. Thanks.

I have been using weezyhost (We Easily Host) dot com and they have been
pretty good so far. They use Cpanel and I am pretty familiar with that,
so maybe I am a bit biased.

Lots of 'em. Googling the phrase "free hosting" will bring up plenty for
you to peruse. There are even sites that provide overviews and critiques
of free hosts. Here's one of them:

I've used Host Department for the occasional one-off page that I don't
want to put up on my own spaces:

http://free.hostdepartment.com/

Rather than the usual banner ads, they use a left-hand column of text
ads and a link footer at the bottom of your page. Be aware though, that
the ad injection is done by enclosing the entire page contents in a
table. If your page is weighty in text and graphics, browsers that don't
handle progressive table rendering well won't see much until it's
entirely downloaded.
