Is there a web site or a service which masks my IP address when I
send an emails.

I would also like the recipient of my email be able to email a reply
back to me.

If you're trying to avoid spam, there are a lot of disposable email
options, many of which would allow you to receive and reply to
messages without disclosing your real email address.

My question is why you would need to hide your IP address? That
wouldn't disclose your personal information other than your internet
provider, which shouldn't be a problem if you're not planning on
violating your ISP's Acceptable Use Policy.

I want to anonymously request some information from a government
department (and discuss the information). I have several other
dealings with the same department.

Best I hide my IP address when I request the info and ask any
follow ups.

Won't be violating anything AFAICT.

For that kind of volume, set up a disposable email address through a
webmail account. You can receive from anywhere, including home, but
if you have concerns about them knowing your IP (although I still
can't see why that would be a problem for legitimate purposes) you
could send from your local public library or other third party or
public access point.
