As far as I know, no single website or web service has really taken the
lead in this. (I'd love to be proven wrong.)

There are ways to find a PowerPoint file on the internet. See, for
instance:

There are also many ways to post a PPT file to the internet:

Not quite the answer you might have been looking for, but I hope it
