Free Library for image capture from USB webcams

Hi.

I am trying to write a program for doctors to store relevant patient
details. I wish to provide an option to capture patient's image directly
from a USB webcam. However I don't know how to program USB webcams. Kindly
let me know, if there are any free VB/VC++/Java libraries available for
image capture from USB webcams.
