Does anybody have opinions, or links to opinions, about this program? If
it will actually do what Windows XP Transfer Settings makes such a mess
of, it'll be a boon. Is there any freeware equivalent?
Place your cursor over where it says "Get a free full-version copy of
PCmover now and see if it's right for you and your organization!" and a
popup appears that says "Free Trial". That tends to make me think that
it's probably trialware. Can anybody clarify whether or not this is so?

old PC to your new PC...",
but it requires "Windows 95/98/NT 4.0/Me/2000/XP(Home & Professional)",
so it should really say:
"...from your old *Windows* PC to your new *Windows* PC...".
Since it is a Windows app, I would assume that, if you have a dual boot
system, PCmover will not even see, much less move, your Linux
partitions.
