Free/Busy on FTP not working properly

I am working w/ OL2002. I have set up my Free/Busy site on an ftp site. When
I publish, the file gets created there, as do the others' in the group we
are trying to schedule. The problem is when I try to schedule a meeting. I
get the message indicating that Outlook can't find meeting info for the
person, do I want to join Microsoft's Free/Busy service.

Here's what I've done:
I set up my path to write my free/busy in my calendar's free/busy options
area:
ftp://ftp.server-name.com/home/vacalendar/pengel.vfb

I set my search location at the same screen to:
ftp://ftp.server-name.com/home/vacalendar

I have gone into my File/Open/Outlook Data Files, and added an FTP site w/
proper UID and Password. It is set to:
ftp://ftp.server-name.com/

The UID and PW should cause it to get to the right directory. If I try to
include any more of the path, I can't add or modify it.

Finally, I go into one of the contacts of the person for whom I want to have
access, go into their details tab and enter the following in the Internet
Free-Busy Address field:
ftp://ftp.server-name.com/home/vacalendar/tmusgrave.vfb

When either of us attempts to update our online free-busy time, we get the
message indicating that it was successful, and the associated file is out on
the FTP site.

Can anyone see what I am doing wrong? The KB from Microsoft is pretty
succinct. I have two of them, Q827775 and Q291621, which cover 2003 and
2002, respectively. They have only one example of the pathing info shown
above.

who have published their free-busy time, it acts as if it can't find
anything and gives me a message that it has no information on that person's
schedule and do I want to join Microsoft's free-busy service. (Which non
longer exists.) I don't...I want it to find their free/busy time on the
referenced FTP location.

I have followed the instructions to the letter. I have had my technical
people get involved. I have tried in on 2 different ftp sites. The free/busy
time gets published. But, when trying to schedule a meeting still results in
the error referenced below. This is VERY frustrating. Has anyone out there
actually
made this work?
