Frames Page cant start a new 1

Tools, page options click the authoring tab, set the dropdowns to custom and the Schema to IE 5.

How do you get FrontPage 2000 to start a frames page
I tried new web and new page the frames option is always grayed out

In FP 2000 Tools Page Options Compatibility & enable Frames
- you need a web open to work w/ frame sets
