Frames in Shared Borders?!

Is it possible to have frames with a shared border? i.e. If the content on a
page is more than a user can view without scrolling down, when they do the
navigation bars are not visible. Can anyone advise the best way around this?

No

While you can apply shared borders to any page, they will not work like frames
