FR 2003 folders that do not appear in submit frames

I use Microsoft Word to develop newsletters and then save
them as HTM files to use on a web site. Word creates an
HTN page and an image folder. I use FP externsions to
publish. Now the problem:

When I use FILE>PUBLISH SITE,
the left windos that is supposed to show all files and
folders on my local disk, refuses to show some of the
image folders associated with Word documents that have
been converted to HTM.

Is this a bug in FP2003? or is there a setting that I can
tweak? I have already checked "Show Hidden Files and
Folders" under TOOLS>SITE SETTINGS>ADVANCED.

Those associated folders are called thickets and can be managed separately or as pairs
In Windows Explorer Tools Folder Options View turn off manage as pairs
