FP 2003 table cell background

For some reason the option to insert a picture as a
background to a table cell on my FP 2003 is greyed out.
I know how to code it in, but am curious as to why this
is happening.
Can anybody advise?
 
Page properties: change to custom or IE only. Some browsers don't support
table cell backgrounds.
