FP 2000, Windows XP Pro, non-admin account

From an account that is not an administrator, accessing the Answer Wizard starts an attempt to install FP 2000, which understandably fails.

The Wizard works as expected from the administrator account. What should I do to make it generally available?
 
Log on as the administrator, find the answer wizard,
using Windows Explorer, right click the main file and select
properties, select advanced
and grant access to the user account.
