FP '03 Navigation

I am *** REALLY *** frustrated with FP '03. I'm hoping a guru can
help before I sh?t can it and go back to Dreamweaver. FP (most of the
time) will not accept, recognize, or save my navigation changes.
Similarly, the shared borders are very quirky. I can add a background
color, then when I publish the color is gone and the borders end up in
a format I didn't even know existed, let alone designed myself.

This is doubling and tripling my dev time because I continually have
to delete everything on the server and re-publish. Am I missing
something? Or, is FP just that poor quality of a product?

In order the shared borders to work with a colored background and for
specific style/format to work, the site MUST be published to a server that
has the FP2002 extensions via FP's http mode.
