found new hardware wizard keeps popping up

After trying to install a PL-2303 usb to serial driver on my computer it first worked finde. After an uninstall from the control panel and running regclean and rebooting. Later on went to reinstall abd a message saying to disconnect the cable came up but the cable was not connected. Driver failed to install correctly. On rebooting the computer now comes up with new hardware found ( though none is attached) and then fails to load a driver for it. From the device manager uninstall unknown device and then on rebooting the computer the whole thing recycles again. How can i STOP this and reset whatever it is that keeps bring up this message?
 
Your post is a bit confusing. Have you removed the device(s) in Device
Manager? It is unclear from your post if this device(s) is installed or
not.
