Forwarding Contacts Exchange to Pop3 issues

I am having trouble with forwarding contacts as attachments.

Exchange 2000 (SBS)
Internal Outlook 2003 (Exchange Account)
External Outlook 2003 (POP3 retrieving from same server)

When I right click a contact and forward it to an internal user it works like a champ. If I send the same attachment to a user that is retrieving via POP3, the message shows an attachment but its not a contact, it looks like a blank msg attachment. That is true for internal and external.

If I send from my home PC (outlook 2003 / pop3) to my exchange account I get the contact just fine. If I send from one of my POP3 accounts (inside my company) to an external POP3 outlook account, it works fine.

Any insight into this one would be appreciated.

it sounds like the server is configured to convert RTF to html or plain text
when collected via POP3 protocol. Ask the email admin to check the
configuration.
