Forms Protection

I am creating a form with drop down boxes and tables. The problem is that
when I go to protect the form to rest it, I am not allowed to. I cant use the
Protect Docment Task Pane or the button on the Forms Toolbar.

HELP!!!!! I am using 03 Word as a part of XP.
 
Did you use any controls from the Control Toolbox?
