Forms in Word, prevent text from shifiting right

I have create a fillable form. When the form is filled in, all the
formatting shifts right and continues down. Is there a way to prevent this?
Thank you.
 
Most forms designers put their form fields in tables (which can be
borderless), with cells of specified height and width.
