Does anyone know if it is possible to populate the "From" area of an email generated by a form with the email address supplied by the submitter? I would like to do this in FrontPage instead of writing a .cgi scrip

Not possible when using the FP Form Handler.

As Thomas mentioned, not with FP. What you can control however is the Reply to: address. so you can email the site user(assuming they use a legitimate email).
