if i format my OEM, and its already registered, and want to re-install, can i
do that? It will still be on the same computer, but I heard that if you
format, windows might not be able to be reactivated.
 
Assuming that that OEM hasn't been activated a bunch of times already, you
should be fine.

If it asks you for a product key, just use the one on the sticker that's on
your computer.

Otherwise, if you have a Dell, the product key should be hard coded into the
hardware somewhere. You'll need a Dell branded OEM CD though.

How many times you've previously activated is irrelevant. There is no limit
on the number of times you can activate it.

However, the OEM activations have been disabled by Microsoft. You need to
phone up the activation number, generated by the Activation screen "Activate
by phone."

Microsoft has placed this limit because of a large number of "branded" (Dell,
Compaq, HP etc..) XP versions were being sold separately from the qualifying
hardware.
