Formatting unlocked cells

How to do formatting of unlocked cells?
I have locked certain cells and wish the user to have freedom o
formatting other (unlocked) cells. But once the sheet is protected
formatting etc. are not possible even for unlocked cells.
I am using Excel2000 and under protection password dialogue, the chec
boxes are as 'Contents', 'Objects' & 'Scenarios'.
How to solve the problem
 
If you have excel 2002 onwards you can format cells if you select that
option when you protect the sheet.
