Formatting Marks

I know how to show/hide the nonprinting formatting marks but I am surprised
that the Show/Hide All does not seem to override the individual settings
(e.g., spaces). Is this a bug in the system?
 
I'm running Office 2003 and when I turn off Show/Hide I don't see any
non-printing characters at all (not even spaces).
 
This is by design. The Show/Hide ¶ button does not toggle between All and
None; it toggles between All and any specific ones you have checked.

You will if you check the spaces box in tools > options > view. It is the
settings in tools > options > view that override the show/hide and not the
other way round.
