Formatting Icons which don't work

I have a user who types information into a cell. They would like to use the formatting icon, % or $. It does not change the formatting however if she goes into Format, Cells and makes her selection it works fine. These might be converted documents from Lotus. In a blank worksheet the icons work as designed. I could make macros which might shorten her time but does anyone have any suggestions?
 
Since it works on new workbooks (worksheets as well?????), I'm guessing it's not
the icons themselves.

I'm gonna guess it's the workbook/worksheet that's causing the trouble.

I've had lotus 123 files that I couldn't get the Format dialog to show.

But if I selected more cells (including some outside the problem range), I could
format them (and then I'd reformat the sacrificial cells).

Maybe she could experiment to see if there were any cells (far away from the
problem area) that would accept the formatting.

If it worked, she could try selecting the range and then ctrl-click on another
cell far(?) away.

If it's possible, maybe it'd be better to recreate the workbook in excel.

And for what it's worth, I saw the problem in xl97. I haven't seen it (that I
can remember) in either xl2k or xl2002--but I'm not using lotus 123 files
anymore, either.
