formatting hard drive

I run win.xp and it does not allow me to format the
drive.I tried right clicking the drive in my computer,it
says something is using the drive ,close everything and
try again.
I went to the command prompt and typed format c:,it gives
me the same message.
Can someone please suggest something that I can try.
 
You can not format the system drive inside windows...You want to format boot
from the XP cd.
 
You cannot format the system partition within Windows. If you want to format
your C: drive, you need to boot your computer from the XP CD and follow the
directions to reinstall Windows. I presume you are aware that formatting a
drive permanently erases everything on that drive.
