formatting hard drive

to format the drive do I simply use the dos
command "format c:"? If so, will the computer be able to
boot off of the win98 cd -- in other words will the
system know there is a cd rom

You can not format the partition you are using from within Windows.

Assuming you have a FAT32 file system yes you can format in DOS, if you are
using a NTFS file system then you will have to delete the Non-Dos partition.
