Formatting DVD Disc

Im on NTFS and want to format a DVD disc but they say
this is not possible on NTFS. Can someone give advice on
how to..Thank you.

Why do you need to format the DVD? For packet writting? i.e... UDF? I've
used both DVD +R and +RW for backing up data and for "backing up" commercial
DVD's (movies) for months and have never had to format one.
