Formatting Drive "C:"

I would like to format my "C:" drive to remove old
programs and all remants--i.e. start clean--and put XP on
it. But my PC won't allow me do it. I tried right
clicking on the "C" drive to format and I tried it
through Computer Management(Local), Storage and Disk
Management. Can you help??

My OS is XP Home Edition.
 
Change your bios to boot first from CD, insert your Windows XP CD and start
the clean install. During the reinstall process you will be given the option
to format C:
