Formatting/Deleting hard disk

I am trying to format my hard disk so I can install a
fresh copy of the XP Pro operating system. First of all I
am unable to boot into the CD Rom. Secondly I am unable
to format the partition as it gives me an error saying

" Volume is in use by another process, format may run if
this volume is dismounted first. ALL OPEN HANDLES TO THIS
VOLUME WOULD THEN BE INVALID. Would you like to force a
dismount on this volume?"

Can someone tell me what I need to do to allow me to
delete/format so I can install a new operating system?

BOOT YOUR COMPUTER FROM YOUR FLOPPY DRIVE WITH YOUR START
UP DISK OR YOUR BOOT DISK.

AT THE COMMAND PROMPT TYPE: FDISK THEN PRESS ENTER KEY.
THEN FIND AND DELETE ALL OF YOUR PARTIONS.
RESTART YOUR COMPUTER WITH YOUR BOOT DISK AGAIN.
AT THE COMMAND PROMPT TYPE: FORMAT C:
YOUR HARD DRIVE WILL FORMAT.
