Formatting cells to show elapsed time

I'm trying to export a spreadsheet into a cycling
log program. All the elapsed times are displayed properly in the cells, but
in the formula bar they are displayed as a time of day. The only problem is
that any time that is less than 1 hour shows up in the formula bar as
12:xx:xx am and then when I import the spreadsheet the cycling program drops
the am and the elapsed time is now 12 hours instead of less than 1 hour.
I've tried formating the cells using every option available, but the elapsed
times always show up in the formula bar as the time of day. How can I
format the cells so that they are elapsed time and not the time of day?
 
All that does is remove the seconds. The problem seems to be in the formula
but I have no idea how to change it to display elapsed time rather than a
time of day.

That's the thing, I didn't enter a formula. If you start from a blank
spreadsheet and enter something like 1:45:23 into a cell, hit enter and then
go back to that cell it will show as 1:45:23 AM in the formula bar. The
problem is that anything under an hour shows up as 12 AM. 0:55:54 for
example, shows up in the formula bar as 12:55:54 AM. The data in the cells
looks fine, but it's the 12:55:54 that gets imported into my cycling program
and then I have to edit every one to delete the 12 hours. Unfortunately I
have a lot of trainer rides that are all under an hour and I don't want to
have to edit 10 years worth of data when Excel should be able to do it for
me.
