Formatting Cell for Percentage

I tried to do a custom formatting but it doesn't make sense. This is what I
want to do, the users of this spreadsheet are entering percentages into the
cells. The percentages have a range from 0.5% to 5%. If we format the
percentage to 2 places and we enter a 1 in then it comes up as 1% but if we
enter in .51% as .51 then it becomes 51%. How I would like to format the
cell is so that what ever whole or decimal number that is entered is shown
as a percentage i.e. if I type in 1 it will show 1% and if I type in .51 it
shows as .51%.

Is there any way to do this?
 
Formatting doesn't change the way the XL input parser interprets entries
(except that cells with Text format aren't parsed). So the short answer
is "no".

That said, notice that when you enter a numeric digit in a cell
formatted as a percentage, the % sign stays visible at the right of the
cell. If you enter just the decimal point, the % sign goes away. So if
you enter 0.51 (i.e, enter the leading 0) in a cell formatted as a
percentage, the % sign will remain in the cell, and the parser will
interpret the entry as 0.51%.
 
Another note on the same idea - if the cell is formatted for percent and you
type the .51 followed by the % it will also parse as .51% |:>)
