Formatting a second hard drive

I have a second hard drive on my XP Pro computer that I would like to format. Whenever I select format I get the message "Windows cannot format this drive. Quit any disk utilities or other programs that are using this drive, and make sure that no window is displaying the contents of the frive. Then try formatting.
I did that several times with the same result any
 
If you have available a Win98 boot disk, Boot with it and use the FDISK.EXE
file to delete all existing partitions on the second hard drive, then create
new partitions and format them using the boot disk.

Try pulling up a command prompt and formatting from DOS.
