Formatting a disk on E Drive

I've tried to follow the instructions but when I choose the Drive where the
CD Is located, then I click File, the Format option is not there. What am I
missing?
 
You can only erase a CD-RW disc, not a CD-R disc.
Also, you must have a CD-RW drive installed in order
to erase a CD-RW disc.

When I follow that procedure to the point of Opening the file (on the CD
drive), there are only 2 files, a Bootcat and a Boot img and there is no
'Files REady to be written to the CD' box. Does this indicate this CD is not
erasable?

Right click on the CD drive and select properties, if the drive is a CDRW,
it will say so in properties, otherwise it is a CDR.

Thanks for all the responses. It turned out to be a problem with the CD
drive that I had to get online with HP and have them resolve. I had
downloaded an update firmware yesterday but that had not helped. Now it's
working.
